Rehabilitation Hickson Avenue and Union Boulevard
In the summer of 2025 and 2026, the Ville de Saint-Lambert will rebuild Hickson Avenue and Union Boulevard, as well as the sections of Osborne, Prince-Arthur and Queen Boulevard between Edison and Bétournay avenues.
The work will involve replacing sewer and water mains, as well as repaving and rebuilding sidewalks.
We are conscious of the inconveniences caused by such a major project and how they will disrupt your daily life. We would therefore like to help you prepare for the work.
Phasing and schedule
Work will be carried out in two phases over two years.

Phase 1 schedule (2025)
Two teams will work simultaneously on the site. Each team will work on specific sections. The schedule varies slightly from section to section.
- Section 1
- End of May: Preliminary work (installation of temporary water supply system, tree felling, pruning, demolition, signage, etc.).
- Early June to mid-August: Sewer, aqueduct and pavement structure work
- From mid-August: Sidewalk, paving and surface repair work
- Summer 2026: Second layer of paving
- Section 2
- Mid-June: Preliminary work (installation of temporary aqueduct network, tree felling, pruning, demolition, signage, etc.).
- End of June to end of August: Sewer, aqueduct and pavement structure work
- From end of August: Sidewalk, paving and surface repair work
- Summer 2026: Second paving layer
Traffic
Please note that only local traffic is permitted. For people in the area, please drive at reduced speed to ensure the safety of workers and to avoid raising dust. Thank you for your cooperation.
The work area will be closed to traffic as soon as demolition begins. For the 2025 work phase, the planned detour route will use the following streets:
- Riverside Street, between Sir-Wilfrid-Laurier Boulevard and Edison Avenue
- Avenue Edison, between Riverside and Osborne streets
- Rue Osborne, between Edison and Stanley avenues
- Avenue Stanley, between rue Osborne and avenue Victoria
- Avenue Victoria, between avenue Stanley and boulevard Sir-Wilfrid-Laurier
- Boulevard Sir-Wilfrid-Laurier, between avenue Victoria and rue Riverside
The use of Stanley avenue is required due to occasional interventions planned at intersections with Edison avenue. We invite motorists to respect the signs in place and follow the detour signs.

With few exceptions, local traffic will be possible for residents in the construction zone, but the access route may vary according to the progress of the work.
Neighbourhood residents
The reconstruction of a street is a complex operation involving several companies, and it disrupts people’s lives. We invite you to consult the Practical information during roadwork page, which will offer practical tips to ensure your daily routine remains as unaffected as possible.
If you wish to carry out renovation work on your home this summer, we invite you to consider the inconveniences caused by this major roadwork when planning your project. Remember that, among other things, when excavation work is underway to replace the pipes and rebuild the sidewalks in front of your home, it will be temporarily impossible to access your home with a vehicle. This type of work usually takes 10 working days.
During this roadwork, the entire street will be rebuilt, including replacing the water supply mains, sewer pipes, roadway, and sidewalks. You might want to undertake certain projects, which will be easier to do at this time, such as:
Sewer pipes and water supply mains
The Ville de Saint-Lambert will replace the water supply mains and sewer pipes up to the right-of-way of your property.
If you think there is a problem with your private water supply mains or the sewer pipes that run between your home and the property line, or that they might be obsolete, this would be a good time to replace them after the end of the rehabilitation works.
Driveway
If you would like to change the configuration of your curb and driveway entrance, this would also be a good time to schedule such work. You must apply to the Urban Planning, Permits and Inspection Department for a permit before June 30, 2025, so that we can take it into account when rebuilding the sidewalks.

As part of the work, water interruptions will occur on certain streets in the area during the week of September 15. These interruptions are necessary in order to connect part of the new water system to the existing network.
Water interruptions will occur on the following street sections according to the schedule indicated:
- Union Boulevard, between Prince Arthur Street and Queen Boulevard: Monday, September 15, between 11 a.m. and 5 p.m.
- Queen Boulevard, between Sir Wilfrid Laurier Boulevard and Macaulay Avenue: Tuesday, September 16, between 9 a.m. and 2 p.m.
- Cleghorn Avenue, between Queen Boulevard and 325 Cleghorn Avenue: Tuesday, September 16, between 9 a.m. and 2 p.m.
- Bétournay Avenue, between Prince Arthur Street and Queen Boulevard: Tuesday, September 16, between 12 p.m. and 5 p.m.
Following the interruption, once water service is restored, a preventive boil water advisory will be in effect. Water must be boiled for 1 minute before consumption until further notice.
Affected residents will receive a door hanger informing them of the situation.
The preventive boil water advisory that was in effect for Prince Arthur Street (between Union Boulevard and Hickson Avenue) has now been lifted. It is no longer necessary to boil water before consuming it.
There will be a water interruption on Prince Arthur Street (between Union Boulevard and Hickson Avenue) on Monday, September 8, from 9 a.m. to 3 p.m. Once water service is restored, a preventive boil water advisory will be in effect. Affected residents will need to boil water for one minute before consumption until further notice.
They will all receive a door hanger informing them of the situation.
Sewer and water main work continues on Hickson, between Prince Arthur and Queen. Our crews are also likely to complete sewer and water main work on Queen Boulevard.
A door hanger will also be distributed to each residence affected by the connection to the new water main. The targeted perimeter includes homes located on Hickson between Riverside and number 136, as well as those on Osborne Street.Finally, sidewalk concrete work will be carried out on Hickson between Riverside and Osborne, as well as on Osborne.

The Hickson-Union project is still underway. A crew is completing the replacement of sewer and water mains on Prince-Arthur Street between Edison and Hickson avenues. They will then continue work on Hickson Avenue between Prince Arthur Street and Queen Boulevard.
The second crew on Queen Boulevard is also finishing the section between Edison and Hickson avenues. It will then begin work on the section between Union and Sir Wilfrid Laurier boulevards. Please note that the left-turn lane on Sir Wilfrid Laurier Boulevard toward Queen Boulevard will be inaccessible for the duration of the work.

On August 14 and 15, only one lane will be open on Victoria Avenue between Hickson Avenue and Industrielle Street. Traffic will still be able to flow, but will be alternating. This closure will allow for the connection of pipes from Union Boulevard to those on Victoria Avenue.

The project will begin on Monday, June 2. Crews will start preliminary work (temporary water main, tree removal, pruning, demolition, signage, etc.).
Local access signage will also be installed for residents in the area, who will have access to their properties at all times. Other motorists are asked to follow the detour route.

In preparation for the start of the rehabilitation work, we will be cutting down the trees in the median strip of Union Boulevard, between Queen Boulevard and Victoria Avenue.
This work will take place from Monday May 12 to Wednesday May 14. In the event of rain, work will be rescheduled for the following day. For safety reasons, this work will force the complete closure of the section concerned, between 7 a.m. and 3:30 p.m., for each of these three days.

On June The Ville de Saint-Lambert invited the residents of Union Boulevard facing the park to present two possible options for configuring the street at their level. These options are in direct line with the plan selected for the future rehabilitation of the rest of Union Boulevard. The presentation is available for consultation by clicking here (in French).
The City Council heard the comments and Option 1 was selected.
On June 21, 2023, the Ville de Saint-Lambert held a public consultation concerning the rehabilitation work on Union Boulevard and Hickson Avenue.
During the consultation, a presentation of the infrastructure rehabilitation project (median, sewers, aqueducts, roadway and sidewalks) was given to the residents in attendance, who were also able to hear the opinions of experts, including a landscape architect and a forestry engineer, on the various development scenarios analyzed for this boulevard. The Council then reviewed the file at its public meeting on July 4, 2023, and on several occasions since. Then, on May 26, 2024, residents were informed of the option that had been chosen. It is an option that leaves plenty of room for cool zones.
