Highlights of the City Council meeting of June 10, 2024

The City Council met on June 10, 2024 to hold its monthly public meeting. Mayor Pascale Mongrain opened the meeting by speaking on several topics of interest:
- Léger survey results;
- Citizen services;
- Tree felling as part of the work in Préville;
- The coming into force of the urban planning reform;
- Redevelopment projects in our town;
- The heritage report on city hall;
- Noise from Jean-Drapeau Park;
- Access to the river and boating safety;
- The international school expansion project;
- Good collaboration with Champlain College;
- News from our community organizations;
- Managing our city's assets.
The following is a summary of the main issues discussed and orientations adopted:
1. Contract for garbage, organics and bulky waste collection
As of January 1, 2025, Quebec towns and cities will be required to comply with new government requirements concerning the collection of residual materials. This means major changes for Saint-Lambert, in terms of collection sectors, frequency and schedules.
With this in mind, the City has adopted the first three contracts:
- waste to Services Ricova Inc.
- bulky items to Environnement Routier NRJ Inc.
- organics to GFL Environmental Inc.

2. Alexandra pool project
Estimated at $3 million, the initial project to refurbish the Alexandra Park pool and chalet has been re-evaluated following two public consultations. Now estimated at $5.5 million, the improved project will meet the demands and expectations of the public. However, these changes have resulted in an 83% increase in the cost estimates for professional services related to the development of the site plan.
Alongside the project, the Municipal Council also approved the Site Planning and Architectural Integration Program (SPAIP) for the landscaping and construction of the new chalet.

3. Promotional campaign for downtown
In keeping with the City Council's intention to reinvest the residual funds from the dissolution of the Economic Development Corporation in the promotion of the downtown area, it has awarded a $25,000 mandate to the Lambert firm Altum Image. This firm will produce a campaign, under the theme À la découverte de Saint-Lambert, featuring the merchants of our urban village. It's a great way to promote local purchasing. Stay tuned!
4. Gordon Park plaza
Your Municipal Council wishes to revitalize the Gordon Park plaza, and to this end is moving forward with a tactical urban planning project. To this end, it has accepted the proposal submitted by the firm EN TEMPS ET LIEU in the amount of $45,243. We'll keep you posted on this project, which will contribute to the village's vitality by creating a meeting place for socializing.
