Highlights of the City Council meeting of April 14, 2025

The City Council met on April 14, 2025 for its monthly public meeting. Mayor Pascale Mongrain opened the meeting by speaking on several topics of interest:

  • Refurbishment of synthetic soccer and soccer fields in 2025 and 2026 with a cost-sharing agreement with the two local colleges;
  • Financial support to the Saint-Lambert Soccer Association for field rentals for the summer of 2025 and 2026;
  • Thanks to citizens for their comments and suggestions for improvement;
  • Tour of city teams: quality of service to citizens, importance of communications and thanks for their resilience;
  • Invitation to continue efforts to properly sort residual materials;
  • Saint-Lambert, a major consumer of drinking water;
  • Numerous corrections to be made to Journal St-Lambert articles.

The following is a summary of the main issues discussed and orientations adopted.

1. By-law concerning solid fuel appliances and fireplaces

Aware that wood heating is one of the main causes of smog in winter, the City Council wishes to better regulate the use of solid-fuel fireplaces. For this reason, it is proposing a draft by-law which, among other things, would require the use of certified appliances producing an emission rate equal to or less than 2.5 g/h of fine particles into the atmosphere. The aim would be to further limit the emission of particles into the atmosphere. This is a notice of motion, which means that the by-law will not be adopted until a future meeting, with or without amendments, depending on comments received.

Ultimately, this by-law will help improve air quality and represent a public health initiative.

2. Refurbishment of municipal workshops

The Ville de Saint-Lambert has reached a new milestone in the refurbishment of its municipal workshops. The City Council has given notice of motion for a borrowing by-law in the amount of $18,260,000. The building is in need of major upgrading, and is showing advanced signs of obsolescence.

The City must therefore carry out major work. It will also take the opportunity to update the building in line with the current needs of the administration and public works teams. Plans and specifications for the project are underway and should be completed shortly.

According to the preliminary schedule, completion is scheduled over the next two years. We will keep you informed of developments.

3. Financial report 2024

The 2024 financial report and auditors' report have been submitted. The financial report is available on the website. You can also view the presentation shown at the meeting.

Mayor Pascale Mongrain took the opportunity to give her report on the financial situation, as required by law. In particular, she explained that rigorous management of expenses, combined with unexpected additional revenues, mainly from a favorable real estate market, had created a favorable situation for our town. Despite the good news, the financial situation is still vulnerable, as the issue of tax inequity within the Longueuil agglomeration remains. 4. Play area for Du Rhône park

The City Council has entrusted the administration with the task of building a children's playground in the Du Rhône park. To this end, the City Council approved the tender weighting and evaluation system for the design, supply and installation of the playground. The project is scheduled for completion by the end of 2025.

5. De la couleur contre la douleur exhibition

Once again this year, the City Council has decided to sponsor the De la couleur contre la douleur exhibition organized by Artistes de cœur, and to promote it through its communications tools. The exhibition, to be held at the multi-purpose center from November 26 to 30, 2025, is open to all and free of charge. Proceeds from the event are donated to the Fédération des maisons d'hébergement pour femmes victimes de violence.

6. Grant to the St. Lambert Choral Society

In recognition of the important role played by the St. Lambert Choral Society and its positive impact on the community, the City Council has decided to grant it $7,500 in financial assistance. This financial assistance will help the choir organize its activities, particularly its concerts.

7. Bike path on chemin Tiffin and rue Saint-Georges

Following representations from local residents concerning parking problems since the construction of the bike path, the City Council has been actively working to arrive at a solution that is acceptable and safe for all. It authorized the introduction of a designated roadway on Saint-Georges Street between Du Docteur-Chevrier Street and Saint-Charles Avenue, with a parking ban Monday to Friday between 7:30 a.m. and 9:30 a.m. and between 3:30 p.m. and 6 p.m.
