Highlights of the City Council meeting of February 17, 2025

The City Council met on February 17, 2025 for its monthly public meeting. Mayor Pascale Mongrain opened the meeting by speaking on several topics of interest:

  • Congratulations to Lambert residents awarded King Charles III Coronation Medal: Louise Rousseau, Louise Bayard, Guy Leclerc and Dolly Shinhat
  • Spring launch of the river promenade project on the Seaway dike
  • Major projects underway in our city: BlackGrove on Victoria, former Anglican Church, Dare Biscuit Factory and International School expansion
  • Adapting to changes in residual materials collection and tolerance on the part of the City
  • City Council resolution on local and Canadian procurement
  • Numerous corrections to be made to St-Lambert Journal articles published on February 12, 2025

The following is a summary of the main issues discussed and orientations adopted.

1. Reconstruction of Hickson Avenue and Union Boulevard

The project is underway! City Council has adopted the $28.5 million borrowing by-law that will enable the major reconstruction project on Hickson Avenue, Union Boulevard and portions of Osborne, Prince Arthur and Queen Streets to get underway this spring.

2. New citizen portal

City Council has approved the acquisition of the Pando integrated citizen portal, in order to continue offering the online services previously provided by bciti+. This new digital application will simplify and improve services with the municipality, notably in terms of :

  • Citizen files, including those of family members;
  • Emergency notifications and alerts by text message, e-mail, mobile notification and dynamic banner on the portal;
  • Digital citizen ID card;
  • Online requests and follow-up; Consultation of geolocalized information (garbage schedule, municipal councillor, etc.) and general dynamic information (building opening status, skating rink status, etc.);
  • Customization of the mobile application.

In a second phase, the Ville de Saint-Lambert will enhance customer service and the user experience with a conversational agent. According to the preliminary schedule, the new portal should be available before summer.

3. New electric ice resurfacer

The Ville de Saint-Lambert will acquire a new electric ice resurfacer for its arena to replace the current equipment, which has reached the end of its useful life and was becoming particularly costly to maintain. Representing an investment of $155,262, the new Canadian-brand, fully electric, high-performance equipment will provide better and safer service, much to the delight of field hockey players and skaters alike.

4. Saint-Lambert Days

City Council has approved street closures for the 2025 Saint-Lambert Days. The event will take place from August 22 to 24. To make sure you don't miss a thing, mark your calendars now. The organizing team has a great program in store, with something for everyone!

5. Changes to municipal committees

In the interests of efficiency and better resource management, City Council has announced the dissolution of the Economic Committee and the Culture, Recreation and Community Life Committee. It has also decided to create the Family and Seniors Committee.

6. Supporting local purchasing and reducing purchases of American products

In a spirit of solidarity with the United States' imperialist approach to trade with Canada, the Saint-Lambert City Council has decided to take a stand in favor of local purchasing.

Although current rules already oblige the municipal administration to consider only suppliers or contractors with an establishment in Canada or the European Union, the Council is asking the municipal administration to avoid purchasing products from the United States as much as possible, and to continue to give preference to local suppliers. It is also asking the municipal administration to support the local economy as much as possible by giving priority to our local businesses.

Finally, the Council wishes to encourage all citizens and businesses to give preference to products made locally or in Canada, wherever possible.
