Highlights of the City Council meeting of August 19, 2024

The City Council met on August 19, 2024 for its monthly public meeting. Mayor Pascale Mongrain opened the meeting by speaking on several topics of interest:
- $2.7-million grant to refurbish Alexandra Pool
- $120,000 grant to install three BIXI stations
- A success for the Gordon Park plaza
- New merchant association
- Progress on City Hall project
- Successful meeting with Ministère des Affaires municipales et de l'Habitation on roles and responsibilities
- Good weather for new tree plantings
- Saint-Lambert's caring community thrives
- Draft by-law on pesticides
- Prohibited materials in organic waste collection
- Respect and courtesy for municipal employees
- Saint-Lambert Days this weekend
The following is a summary of the main issues discussed and orientations adopted:
1. By-law on the use of pesticides and fertilizers
The use of pesticides represents a health risk and can contaminate water, air and soil.
It is for these reasons that the City Council wishes to restrict their use on Saint-Lambert territory. The proposed by-law is inspired by the newly adopted by-law in Montreal, and covers all possible uses, including golf courses.
This is a notice of motion, which means that the by-law will not be adopted until a future meeting, with or without amendments, depending on the comments received.
2. Refurbishment of the natural soccer pitch at Préville Park
As planned at the start of the season, the natural soccer fields will be resurfaced to improve drainage and provide a safer playing surface. The City Council has therefore awarded the contract to Irriglobe inc. for a sum of $261,999.
The work will be carried out in the fall of 2024.
3. Joining the UMQ decarbonization program
The City Council has mandated the Union des municipalités du Québec (UMQ) to prepare, on its behalf and on behalf of several other interested municipalities, a tender document for the purchase of a turnkey service aimed at decarbonizing its buildings. The City of Saint-Lambert will thus obtain energy audits indicating the improvements to be made to its buildings to reduce greenhouse gas emissions.
4. Support for National Rail Safety Week
Once again this year, the Ville de Saint-Lambert will support National Rail Safety Week, to be held from September 23 to 29, 2024. This information campaign aims to remind citizens of the importance of rail safety, in particular :
- that railway rights-of-way are private property;
- the dangers associated with level crossings;
- the need to be attentive and to listen near railroad tracks;
- the respect for the highway code.
The aim is to reduce the number of avoidable deaths and injuries caused by incidents involving trains and citizens.
5. Greening grant application
Rainwater management is one of the challenges that the Town Council knows must be tackled. To do so, it is essential to increase the absorption capacity of soils in order to reduce the impact of rain on our infrastructures, notably by implementing greening alternatives.
The City Council therefore wishes to seek financial support for this purpose under the Programme de prévention et de réduction des risques liés aux changements climatiques par le verdissement (OASIS).
6. Future work at Reach School on Green Street
The Municipal Council has approved the site planning and architectural integration program (SPAIP) for the construction of an addition to Reach School, located at 471 rue Green:
- the expansion and transformation of the building façade;
- the installation of mechanical equipment on the front of the building.
