Highlights of the City Council meeting of December 2, 2024

The City Council met on December 2, 2024 for its monthly public meeting. Mayor Pascale Mongrain opened the meeting by speaking on several topics of interest:

  • Contesting tickets in court, not with your elected officials
  • Changes to collection as of January 1, 2025, including garbage every three weeks
  • Follow-up on parking on rue Saint-Georges
  • Congratulations to Lambertois recipients of the King Charles III Coronation Medal: Jean-Pierre Ranger, Philippe Angers, Don Shewan and Robert Taylor
  • Senatorial appointment of Lambertois Pierre Moreau
  • Upcoming Christmas activities: arrival of Santa Claus, Saint-Lambert Choral Society concert, Bruno Pelletier concert and Christmas Farmer's Market

The following is a summary of the main issues discussed and orientations adopted.

1. Reconstruction of Alexandra chalet and swimming pool

The Municipal Council has approved the borrowing by-law for the reconstruction of the chalet and pool at Alexandra Park. Estimated at over $8 million, this project will benefit from a $2.69 million grant from the Programme d'aide financière aux infrastructures récréatives, sportives et de plein air (PAFIRSPA) - volet 1.

This major project involves the complete reconstruction of the chalet, which will be modernized for the comfort of users and its use by day camps. The new wading pool will feature a beach entrance and integrated water games. The pool, meanwhile, will retain the swim lanes popular with swimmers, and will feature more space for free swimming, as well as a large slide. Access for people with reduced mobility will be included in both pools.

The city will also take advantage of the opportunity to better position the facilities in the heart of the park, facilitating access for users. An effort has also been made in the design to optimize the site's vegetation, notably the beach around the main pool, in order to combat heat islands and minimize impervious surfaces.

According to the preliminary schedule, work will be carried out during the spring and summer of 2025, for an opening just in time for the 2026 summer season.

2. New white-collar collective agreement

City Council ratified the agreement reached for the white-collar collective agreement covering the period from January 1, 2020 to December 31, 2027. Both parties are satisfied with the outcome of the negotiations, which, although they took place over several months, were always conducted in a climate of respect, openness and consideration. The result will contribute to maintaining harmonious and favourable labour relations.

The City and the Union will officially sign the collective agreement at the beginning of 2025.

3. Préville Park soccer field lighting replacement

In line with the improvements to Préville Park scheduled for summer 2024, the municipal council has awarded a contract to replace the lighting on the soccer field. The upgraded lighting will enhance the quality and safety of play, much to the delight of players.

4. Sale of the Marsil house

The Municipal Council has decided to sell the Marsil house, which has not been used for public purposes for several years. The sale is to be carried out on terms as advantageous as possible to the Town. Proceeds from the sale will be used for future capital expenditure. As a heritage building, its continued existence is guaranteed by the Ministère de la Culture et des Communications.

5. Signage changes in various municipal parking lots

To create additional parking spaces for downtown customers and residents of the Saint-Denis/Waterman sector, the City of Saint-Lambert will be modifying the signage in its parking lots to make them more available. The changes are as follows:

  • allow parking for a period of 8 consecutive hours for the 21 spaces near Argyle Avenue in the Town Hall parking lot;
  • allow parking for all between 6 p.m. and 8 a.m. Monday to Friday, and at any time on Saturday and Sunday, in the Parc Saint-Denis parking lot;
  • allow parking for all from 6 p.m. to 6 a.m. Monday to Friday between April 1 and November 14, and at all times on Saturday and Sunday in the parking lot at 31-35, avenue Fort.

6. Modification to on-street signage

For safety reasons, City Council has approved the addition of stop signs on boulevard Plamondon at the intersection with avenue de Navarre.
