Highlights of the City Council meeting of November 4, 2024

The City Council met on November 4, 2024 for its monthly public meeting. Mayor Pascale Mongrain opened the meeting by speaking on several topics of interest:
- Successful Halloween festivities
- Successful Volunteer Recognition Evening
- November 7 information session on collection changes starting January 1
- Remembrance Day ceremony this Sunday
- Difficult budget preparation both locally and in the Longueuil agglomeration
- Public transit experiencing difficulties due to low ridership
- Several projects completed at Parc Préville, including upcoming renovation of the chalet
- Successful completion of repairs to Rue d'Alsace and Rue de Poitou
- Upcoming update and information session on the rehabilitation of Hickson Avenue and Union Blvd.
- Analysis of parking solutions underway on rue Saint-Georges
- Correcting the facts on BlackGrove's Waterhouse project
- Commitment to continued involvement in final year of mandate
The following is a summary of the main issues discussed and orientations adopted.
1. Refurbishment of Préville Park chalet
Following on from last summer's improvements to Parc Préville, the chalet will undergo a much-needed facelift. Work will begin on the exterior of the building, with the addition of grilles to the windows currently covered in boarding, masonry repairs (cleaning, joint repairs and replacement), a complete re-roofing of the chalet and replacement of the doors. Then, inside the building, the flooring will be changed and the walls completely painted. In addition, a washbasin will be added in a room accessible for tennis during the summer, and the four toilets will be replaced.
In addition to bringing comfort to users and providing a cleaner, more pleasant environment, the work will ensure the building's longevity for years to come. The contract, worth $404,263.60, will be carried out by Construction Serge Bergeron Inc.
2. Acquisition of Bixi self-service bicycles
The Municipal Council is very proud to join the Bixi family and offer this service to its community. This activity is in line with the promotion of healthy lifestyle habits and active transportation, while contributing to the reduction of greenhouse gases.
To this end, the Council has signed an agreement with the non-profit organization Bixi Montréal for the acquisition and management of 30 self-service bicycles, including 15 electric bikes, and the installation of three stations on the territory. The cost of the project is $253,399.15, for which the City of Saint-Lambert has received a grant of $120,000 from the Programme d'aide financière au développement des transports actifs dans les périmètres urbains (TAPU). The system will then cost $9,000 a year to operate until 2028.The bikes will be available this spring.

3. Assessment of the 2023 municipal drinking water conservation strategy
As required by the Ministère des Affaires municipales et de l'Habitation (MAMH), the Ville de Saint-Lambert has submitted its report on the 2023 drinking water conservation strategy. It points out that per capita consumption of drinking water in Saint-Lambert remains high at 437 L/pers/day, but that hard work to reduce leakage is paying off. Indeed, the leakage index has been significantly reduced compared with 2022. It has fallen from 4.2 to 2.3, which is close to the provincial target of 2.1.The 2023 report has been accepted by the MAMH.
Among the actions to come, the city will have to comply with their requirements by continuing active listening on 200% of its network, completing the installation of water meters on its territory and continuing to raise citizens' awareness of the value of water on an annual basis.
4. Acquisition of land along the Seaway
The Ville de Saint-Lambert wishes to confirm its intention to the St. Lawrence Seaway Management Corporation to purchase the land located at Seaway Park when it is ready to divest itself of it.These lands represent a strategic location that has already been developed over several decades at a cost of several million dollars. They include two synthetic soccer fields, a swimming pool, a chalet, green spaces landscaped and maintained by the Ville de Saint-Lambert, and a snow disposal site serving the entire population of Saint-Lambert.
The importance of these sites in terms of enhancement and accessibility is essential to the city's community mission. This purchase will ensure the future of the park and its full control by the municipal administration.
5. Lease extension for Maison Desaulniers
In response to a request from the Saint-Lambert Council for Seniors, the Ville de Saint-Lambert will renew the lease on the Maison Desaulniers, which it owns, for an additional two-year period.
The municipal council is aware of the work carried out by the Saint-Lambert Council for Seniors and its importance in providing a place for seniors in the community to socialize. It therefore wishes to help the organization pursue its mission in familiar surroundings.
